Delay buying smartphones for children under 15 on the Mornington Peninsula

The issue

After watching the recent episode of SBS Insight highlighting the incredible collective effort of parents joining The Phone Pledge, it struck me that we, as a community, can take action too.

Like many parents, I’m deeply concerned about the growing number of young children who own smartphones. These devices expose kids to risks they simply aren’t developmentally ready to navigate - cyberbullying, social media addiction, exposure to inappropriate content, and the mental health challenges that often follow.

As a secondary educator, I have seen firsthand the devastating impact that early access to smartphones can have on young people. I’ve watched students struggle with experiences that deeply affect their confidence, self-esteem, and sense of self-worth. 

We are seeing higher rates of anxiety and depression in young people than ever before. By taking this simple, collective action, we have the power to make a meaningful difference - reducing some of the pressures they face and helping protect their mental wellbeing.

While government moves to restrict social media use are encouraging, the issues run much deeper.

Research shows that the prefrontal cortex - the part of the brain responsible for decision-making, reasoning, and self-control — isn’t fully developed until around age 25. When we give children powerful devices too young, we’re placing them in situations their brains are not yet equipped to manage responsibly. Studies from respected organisations such as the American Academy of Pediatrics and the Royal College of Paediatrics and Child Health consistently show that delaying smartphone use significantly reduces these risks.

Just last year, Australia saw a 30% increase in reported cyberbullying incidents among minors. Most of these occurred via smartphones — a trend that urgently needs addressing.

I’m proposing that our community come together and agree to delay giving children smartphones until at least age 15, or the end of Year 9. I understand the importance of staying connected, which is why this petition encourages parents to provide a simple “brick phone” instead — the kind many of us grew up with.

This small change protects children during critical developmental years, promotes healthier habits, and supports real-world connection.

By taking this step, we can create a safer, more balanced environment for our young people. This is about safeguarding their wellbeing and giving them the strongest foundation for the future.
