The law is clear:

"No person shall manufacture vehicle registration plates which are similar in design, shape, size and colors to any vehicle license plate considered valid for registration purposes..." (21 Del C. § 2136)

This is a petition to the Delaware State Police and all other law enforcement entities in the state of Delaware to simply enforce this law. There is no state in the country that loves their license plates like Delaware, and putting an illegal tag on your car completely devalues the allure of having a "black tag".
