Protect privacy of high-risk professionals - Create "Caroline's Law"

The Issue

Dr. Caroline Ekong-Etim was a highly experienced psychiatrist who worked to help those struggling with mental health issues. She was a devoted wife and loving mother. For me, she was an esteemed colleague, mentor, and dear friend. On October 14, 2015, Caroline was stabbed to death in her own home by a former client. Her life was tragically cut short, and I believe this brutally violent incident could have been prevented. In this Information Age, it very easy for people to access personal information and find out where people live and work. If information isn’t freely available, it can be obtained legally for a fee. This is concerning because it makes it everyone an easy target for victimization. I want to end this practice and protect people who work in a profession like Caroline. I’m calling on Delaware, where Dr. Caroline Ekong-Etim lived and worked, to lead the country in tightening privacy laws. I’m asking for the Delaware legislature to pass legislation that will make it illegal to purchase or sell personally identifying information about professionals like Caroline. I understand there will be legitimate reasons for personal information to be obtained by law enforcement, government agencies, and creditors. Legitimate avenues should remain open, but the legislation should establish the safeguards needed to ensure our private information stays out of the hands of dangerous people.     Like Caroline, I am a mental health professional. Her death was personally devastating. It also made me question my own safety, as have many others who work in our field. We often work with clients who are hostile and aggressive toward us, as do first responders, lawyers, police, and judges. Those types of client interactions place us at high risk for violent acts of retaliation. We uphold a pledge to act ethically, ensure confidentiality, and to prevent harm and protect life. We deserve the same treatment. Please support my petition banning the selling and buying of personally identifying information of high-risk professionals.

She leaves behind a beautiful family and wonderful friends and supportive colleagues. Her death might have been prevented if there were safeguards that protect personally identifying information of licensed human service professionals.
