A Remonstrance Against NC Governor Josh Stein’s Proclamation
Regarding Islam

Preamble
We, the undersigned people of North Carolina, acting in our sovereign capacity as We The People according to the original understanding of the United States Constitution and the Constitution of North Carolina, hereby issue this Remonstrance.
Our republic was founded upon a Christian ethic that undergirds its moral foundation, its common law heritage, and its system of self-government. While the Constitution protects private religious liberty for all individuals—including Muslims—it never contemplated nor authorized public officials to use the power and prestige of their office, including the Great Seal of the State, to officially commend or elevate a foreign politico-religious system that is fundamentally incompatible with republican liberty and the Christian moral foundations of our republic.
Governor Josh Stein’s 2026 Proclamation regarding Ramadan crosses this critical line. By formally proclaiming the observance of Ramadan and commending its practice “to all residents” while praising Islamic traditions, values, scripture, and revelation, the Governor has engaged in gross executive overreach and has signaled a dangerous normalization of Sharia-aligned ideology. This action stands in direct opposition to the original understanding of religious liberty held by the Framers and to the historic practice of our state and republic.
We therefore present the following remonstrance:
Whereas, North Carolina is home to approximately 7,726,000 Christians;¹ and
Whereas, the Christian ethic is the foundation upon which our republic was founded; and
Whereas, Islamists do not believe in the Constitution of the United States and seek the destruction of our great republic;² and
Whereas, the god of the Islamic faith is not the God of the Christian faith;³ and
Whereas, the teachings of the Qur’an (the Muslim scripture) stand in stark contrast to those of Christianity;⁴ and
Whereas, one of the fundamental principles of Islam is that of world domination and the elimination of Christianity and all other faiths; and
Whereas, another Islamic goal is to place all people under Islamic Law (Sharia) in opposition to the freedoms granted under our Constitution and the American system of justice; and
Whereas, Sharia Law requires all individuals to accept Islam or be heavily taxed and possibly executed; and
Whereas, the 1400-year history of Islam is one of violent conquest, executions, and the enslavement of millions;⁵ and
Whereas, America and North Carolina are currently experiencing an Islamic invasion by immigration which has begun to express itself and will increasingly express itself through violence; and
Whereas, Islamic teaching allows Muslims to lie in order to advance the cause of Islam, and proclaim Islam as a peaceful religion when it is not; and
Whereas, North Carolina General Statutes § 1-87.13 declares it to be the public policy of this State—in recognition that the United States Constitution and the Constitution of North Carolina constitute the supreme law of this State—to protect its citizens from the application of foreign law that would result in the violation of a fundamental constitutional right of a natural person;⁶ and
Whereas, the Supremacy Clause of the United States Constitution (Article VI, Clause 2) declares the Constitution “the supreme Law of the Land,” binding on every state official and prohibiting any foreign religious-legal system from superseding it;⁷ and
Whereas, the Guarantee Clause (Article IV, Section 4) guarantees to every state a republican form of government, which is incompatible with any theocratic legal code such as Sharia;⁸ and
Whereas, under the original public meaning of the First Amendment (as understood at ratification) and North Carolina’s own founding documents, governors were expected to recognize the Christian heritage of the state through official proclamations, while no such duty existed to elevate foreign religious systems that reject the Constitution;⁹ and
Whereas, in the founding era (1776 onward), key framers such as Thomas Jefferson and James Madison viewed official governmental commendation of non-Christian religious observances as improper intermeddling, contrary to the spirit of religious liberty and the republican form, with Jefferson issuing Christian thanksgiving proclamations as governor and Madison authoring remonstrances against any government favoritism in religion;10 and
Whereas, had a state governor in 1776 issued a proclamation commending the observance of a foreign theocratic holy month to all residents while praising its teachings and scripture, the framers would have regarded it as an outrageous overreach, prompting legislative censure, public petitions, Grand Jury investigations, and citizen denunciations to defend the Christian moral foundation essential to self-government;¹¹ and
Whereas, Article VI of the Constitution requires every state official to swear an oath to support the Constitution, not to promote or normalize any foreign religious law;¹² and
Whereas, Governor Stein is either ignorant of the origin and teachings of Islam, or an ally of Islam seeking to destroy our republic;
Now, Therefore, the undersigned citizens of North Carolina declare this proclamation to be gross executive overreach. By affixing the Great Seal and wielding gubernatorial authority to officially commend Ramadan observance “to all residents” while praising Islamic traditions, values, scripture, and revelation, Governor Stein has elevated a foreign theocratic legal-religious system (Sharia) that stands in direct opposition to the supreme Law of the Land. The framers never viewed such an act as acceptable “equal treatment for all religions.” They protected private religious liberty—even for Muslims—yet demanded public recognition of the Christian ethic as the moral and cultural foundation of the republic. A similar proclamation in 1776 would have triggered immediate legislative censure, public repudiation, and the activation of every republican check the people possessed to stop the normalization of a competing legal code.
We therefore remonstrate against and denounce Governor Stein’s actions in full. We call upon the North Carolina General Assembly—House and Senate—to adopt a resolution censuring this proclamation and renouncing any further official elevation of Sharia-aligned observances over the Christian foundation of our republic. As the people's direct representatives, the legislature has the authority and duty under original constitutional principles to condemn such executive acts that undermine the state's heritage and the supremacy of the Constitution.
We, the undersigned people of the State of North Carolina, acting in our sovereign capacity under the original meaning of the Constitution, hereby affix our names in support of this Remonstrance and urge our state legislators to act swiftly in defense of the republic.
