Stop Hawaii from passing bill HB 1753, which will HURT Oahu and Kauai Moped riders

The Issue

I'm a moped rider here in Honolulu. I also work at a moped shop. I've been a rider for at least 8 years. The problem is that the Hawaii State Government  wants to pass a bill HB1753  that will make it a law on Oahu that all mopeds must have an annual safety inspection and registration. I didn't really have a problem with that until I saw the people pushing the bill are not themselves moped riders nor do they understand anything about why we ride and who we are. At hearings everyone wanting the annual  safety check stated not about how this would benefit the safety of us the riders but how it would stop the noise, Noise, NOISE that the few modified mopeds out there make. On top of that the one time permanent registration which cost only $15 is going to be raised to $27 and there's going to be $13 for the safety inspection. Plus $5 for plates one time.This would TRIPLE  a moped owner's legal operating costs in one year and over five years would increase it by nearly 1500% with no benefit to the moped rider/owner.   Moped riders , aside from the few modified moped riders the bill is ACTUALLY targetting,  use mopeds as many of them have low incomes and tight budgets. In the end, the only people who benefit would be the state from the extra millions of dollars a year it will pull in from people who can barely afford to get by as it is.  Plus it will NOT impact moped accidents and deaths hardly as almost all accidents are caused by car drivers not paying attention, speeding , road conditions, operator error, NOT mechanical failure. Plus it will probably put struggling moped businesses OUT of business and they are the ones bringing in the customers so the state has someone to draw income from to begin with. 

This bill does not help moped riders or businesses. If anything, it sets a precedent to HURT them.  Please seriously consider a veto. The whole bill needs serious rethinking.
