   ATTENTION: PRESIDENTIAL ANTI-CORRUPTION COMMISSION

Mr. President,

            Greetings of Peace and Solidarity!

            Dapitan City is known as the “Shrine City of the Philippines” and its historical significance cannot be overstated.

           Along this line, the undersigned believes that it is proper to bring matters before your office affecting our beloved city and the Lumad Dapitanons in general.

          Just this week, the City Council of Dapitan City comprised of members mostly coming from the majority, passed and approved a Resolution authorizing the City Mayor Rosalina Jalosjos to enter into a Memorandum of Agreement with a certain company, KIWITTSMOOR VENTURES INCORPORATED, through its President Billy Jun Tan, to dredge and desilt the sea outlet or downstream of the city’s major rivers. The basis of which is the Letter of Intent, Sample of the MOA and Map of the Proposed Dredging/Desilting Site.

        Upon perusal of the photographic map however, it can be readily seen that the proposed dredging and desilting will cover the Dapitan Bay and not the river channels as what they want us to believe. No thorough study was made and the people were not fully informed about it. The Dapitan Bay with its expanse of black sand and clean beaches is one of the tourist attractions of the city. It is safe to say that Dapitan Bay is not heavily silted and needs no dredging or desilting at the moment. The Dapitanons believe that it is black sand mining in the guise of dredging or desilting. The “spoil” as stated in the sample MOA, shall be transported out of the City, as simple as that?

       It is thus in contravention of the duty of a city mayor as provided in the Local Government Code to “adopt adequate measures to safeguard and conserve land, mineral, marine, forest, and other resources of the city,” and with the consent of the Local Legislative Council. This undertaking is a clear violation of the Constitution and existing laws as all natural resources are owned by the State and shall not be alienated.

  This is a big insult and disrespect to us Dapitanons and we say NO TO DREDGING AND DESILTING OF DAPITAN BAY! We humbly ask your good office to conduct an investigation on the matter so that those who violate the laws be dealt with accordingly.
