On the Corruption in Flood Control Projects

Filipinos for Good Governance (FFGG) expresses its deep concern over the recent revelations of widespread corruption in flood control projects across the Philippines. These projects, meant to protect communities from the devastating effects of typhoons, heavy rains, and rising waters, have instead become a source of illicit enrichment for a few at the expense of millions of Filipinos.

At a time when climate change is increasing the frequency and severity of floods, every peso lost to corruption is a betrayal of the people’s safety, livelihoods, and trust. We cannot and will not remain silent while funds intended for life-saving infrastructure are stolen or misused.

 
Our Call to Action

To ensure accountability and protect the public interest, FFGG demands the following immediate and concrete steps:

1. Transparent Investigations

An independent commission composed of highly respected, credible individuals must launch transparent investigations into all flood control projects flagged for irregularities. This commission must be given enough power to be able to ensure the immediate prosecution of those who have benefitted from this Billions of Pesos Flood Control Scam.

Results of these investigations must be made public and accessible online.


2. Prosecution and Accountability

Public officials, government leaders, contractors, and private individuals proven to have engaged in corruption must face swift prosecution, including blacklisting of companies involved.

Lifestyle checks should be conducted  regularly on government officials, DPWH  engineers and other public officials handling flood control projects.


3. Citizen Oversight

Establish independent citizen monitoring councils composed of civil society, faith-based groups, and local stakeholders to oversee ongoing and future flood control projects.

Ensure that project plans, budgets, and progress reports are posted on local government websites and barangay information boards to prevent ghost projects from happening again.


4. Stronger Preventive Mechanisms

Implement open contracting and e-procurement platforms for all infrastructure projects.

Require third-party validation of project completion and quality before final payments are released.


5. Protection of Whistleblowers

Guarantee full protection and incentives for whistleblowers who come forward with information about corruption in these projects.

6. Moving Forward - Better Coordination with all government agencies for future infrastructure projects

Ensure strong and close coordination between national government agencies, local governments and baranggays in identifying, planning and implementation of flood control and other infrastructure projects.

Promoting transparency by ensuring participative public consultations in the planning stages of any infrastructure project.

Crafting of flood control master plans in all local government units and strict adherence to these.
