Petition for "No" Vote on Rezoning Bock Farm

The Issue

Thanks to everyone who took the time to attend (or watch via the live feed) Supervisor Storck's meeting last night. He requested everyone fill out a survey.  It can be found at http://www.fairfaxcounty.gov/mountvernon/ . At the right side of the page under Board Matters, click on Bock Farm survey. It is very easy to fill out. The survey can be accessed directly at https://www.surveymonkey.com/r/TXLHCSD Please note that survey doesn't provide much detail particularly related to building height. The three options for the 4.38 acres are:
1) The original plan, 128 units and 55ft high for 55+ seniors
2) Original plan slightly modified, 124 units and 50ft high for 55+ seniors
3) 40 townhouse units at 35, feet open to everyone. Since this is the only option that had a significant reduction of height and density, the Williamsburg Manor North community, which borders the farm, supports this option.

This Tuesday, October 18, 2016 the Board of Supervisors will vote on separating and rezoning a portion of the Bock Farm at the corner of Parkers Lane and Hinson Farm Road.  The upcoming vote, if approved, will allow four 4-story multi-dwelling buildings with 128 units on 4 acres adjacent to Hinson Farms Road. Fundamentally, this urban-style housing will be out of place from our residential area and will bring more crowding, potential rezoning and high apartment buildings in the future… likely on the remaining 7 acres of the farm.  The additional traffic from potential residents will only add to an already sprawling and heavily trafficked Route 1 corridor, impact class sizes in schools, and add more vehicles to roads currently not designed to handle existing commutes. 

Presently, the supervisors are in favor of the proposal because it will be 55 and-over housing, with the only voices heard thus far belonging to the developer and friends of the Bock’s advocating for the rezoning, plus a few others advocating for senior housing.

Our voices have not been heard nor allowed into the development of the proposal.  We believe that the Board of Supervisors is viewing the rezoning proposal minus consideration of the impact to the landscape of our area with unwanted urbanization.  While my husband and I are open to senior housing, we strongly believe that this plan will dramatically and negatively impact our neighborhood. With 32 dwellings per acre and 4-story buildings, it will be the most urban acreage in the area thus far.  Additionally, as presented and to be voted upon, the proposal is not a complete and thorough plan for the 11-acre property with the remaining 7 acres undeveloped and adjacent to urban dwellings.  In seeking the variance for rezoning, the developer’s proposal will devalue that land as it is currently zoned and make it ripe for further rezoning.   We believe this result is not acceptable to area neighbors and residents and seek your signature to register your objection to the plan.  Thank you! 

Petition For October 18 “No Vote” on Current Bock Farm Rezoning

We the citizens living near the Bock Farm object the current proposal to build -4 story buildings with 128 units on 4 acres with little set-back from the road. We are for senior housing but against this proposal for the following reasons.

1)    The buildings are too high.  There are no 4-story apartment style buildings anywhere in the area.  This will set a precedent and begin an urbanization of the area.

2)    The housing is too dense.  The rezoning will allow 32 dwellings per acre for the highest density housing within 5 miles, right in our back yard.

3)    The buildings will not be adequately set back from the street.  Again, changing the nature of our area from suburban to urban.

4)    The new residents will increase traffic.  128 new dwellings times 2 cars will mean approximately 256 additional cars on the road.  This will also cause the need for additional traffic lights, again urbanizing our suburban area.

5)    We did not receive the proposed legislation or notice of the Board of Supervisors vote scheduled for October 18, 2016 in adequate time to build awareness throughout the entire community. No notice was received in the mail nor were signs posted.

 6)    Because this plan is only for a portion of the farm, it sets a precedent for the remaining 7 acres to be rezoned bringing in more urbanization, crowding, and traffic.
