Dallas Residents Demand Transparency in DPD–ICE Interactions

The Issue

On December 9th, Administrative Bureau Assistant Chief Israel Herrera stated to the Community Police Oversight Board that Immigration and Customs Enforcement (ICE) agents do not have to show proof of identity to the Dallas Police Department (DPD) in the field, citing that they may be operating in an undercover capacity.

This statement exposed a critical gap: there is currently no clear, enforceable policy governing how federal immigration enforcement interacts with DPD.

This creates real risks to public safety, officer safety, and City liability.

Dallas Police Department reports from 2025 have already documented multiple incidents of individuals impersonating law enforcement or immigration authorities, including:

  • Individuals falsely identifying themselves as ICE
  • Vehicles using blue and red emergency lights to impersonate police
  • Individuals claiming to act on behalf of immigration and law enforcement

Without clear verification standards, confusion increases and harm becomes more likely.

After hearing directly from residents, the City of Dallas Community Police Oversight Board voted to officially sign onto a public statement calling for transparency and accountability on Tuesday, February 10th, 2026.

Residents and the Oversight Board are aligned. 

We, the undersigned, call on the Dallas City Council to act.

We support the adoption of clear, enforceable policies that include:

  • Verification standards requiring proof of identity when federal agents interact with DPD
  • Mandatory public reporting on DPD interactions with federal immigration authorities  
  • Judicial warrant requirements for entry into non-public, city-funded facilities  

Dallas residents deserve clarity on:

  • Who is exercising authority in their neighborhoods  
  • What agency they represent  
  • Whether judicial oversight exists  
  • When and how DPD is involved  

We urge the Dallas City Council and the City Manager to take immediate action.

From the Office of District 1: Thank you for your email. We understand that the Community Police Oversight Board voted to sign onto a joint statement to be sent to City Council and draft a letter to City Council and City Manager requesting that DPD alter its operational policies. The Oversight Board is still drafting that letter with no timeline for next steps. Councilmember West looks forward to learning more when a letter is presented to City Council, but until then, does not have anything to comment on. We appreciate your advocacy and encourage you to weigh in if and when this letter moves forward.
