To the Director of AFCD Dr. Siu-Fai LEUNG,
An online petition was previously filed and addressed to you as the Director of AFCD as well as to the Chief Secretary of HKSAR to express deep concern and strong condemnation over the horrifying application of the cruel leg-hold clamp trap deployed by AFCD to capture a defenseless, vulnerable and non-hostile stray dog causing her unnecessary pain, suffering and possibly long-term disablement. In little less than 4 days with overwhelming support, already over 1,000 supporters signed the petition voicing out similar concern with their disapproval and disappointment, writing and sending herewith a formal complaint directly to the Director as collective voice with 1,000-strong supporters (gaining a lot more by the minute) to follow up on this disturbing, troubling and regrettable incident that had received unprecedented level of outcry rapidly from the public including many animal lovers and guardians.
Effectively, three important aspects were raised in the initial petition as a result of this horrible incident we expect the Director to address and to provide some answers which we all deserve to know.
1 – Why would AFCD allow and endorse such uncivilized and inhumane use of leg-clamp trap on a vulnerable and non-threatening animal?
1a - Is the use of the cruel leg-clamp trap standard practice in AFCD?
1b - What is any subsequent post-mortem corrective action for the unjustified use of such brutal, non-ethical and destructive instrument considered as cruel and inhumane which is indisputable violation of Cap. 169 Prevention of Cruelty to Animals Ordinance (PCAO) sections 1(a), 1(c), 1(d) & 2.
1c - According to what was reported by the eyewitness at the scene, AFCD staff insisted the use of such cruel and bloody instrument is legal when questioned by the eyewitness. Your point of view on the alleged violation of Cap. 169 PCAO sections 1 & 2.
2 – Give your promise to immediately stop and ban the use of all cruel and inhumane animal traps including this kind of leg-hold clamp trap endorsed by AFCD.
3 – Strengthen enforcement of Cap. 169 PCAO and other animal protection laws (such as dog abandonment) to pursue vigorously and prosecute all violators with stiff penalty accordingly.
With over 1,000 supporters (and more signing by the minute) watching, scrutinizing and looking into this matter, we all anticipate and look forward to your favorable reply and response to this email letter as part of your sworn duty, responsibility and obligation to the people of this community.
