Say NO to Cypress Trash Project
The Issue
Recently the City of Cypress proposed an agreement with Valley Vista Trash Services to not only extend their contract, but to construct a truck-to-truck direct-tip trash transfer station as well as a Compressed Natural Gas (CNG) Fueling Station. The following is the link to the October 26 Cypress City Council agenda item that provides more information about the proposal. At the October 26 meeting, the City Council decided to look into some components of the project. They will be bringing it back soon.
Attached are the flyer and petition being circulated around the community. As stated in the enclosed, there are many residents that live near the City Yard that oppose this project. Some of the reasons residents oppose this project are serious health and safety concerns. A concern with a direct-tip truck-to-truck solid waste transfer facility is that it is hard to control air-borne debris and vectors. Flies, rats, and other pest infestations are major vectors of many infectious diseases specifically related to trash facilities. There would be at least 14 trash trucks and 7 semi-trucks visiting the site every weekday. A CNG Fueling Station has safety concerns that were evidenced as recently as June 2020 in Riverside where there was an explosion at a CNG Fueling Station that injured 2 people, 1 critically. Also, both of these facilities emit smells that no one would want to live near.
The zoning for the City Yard is Public/Semi-Public (PS) and these projects should not proceed without a vote of the residents pursuant to Measure D. While Alternate Fuel Facilities are allowed on the property, zoning indicates that it must be an accessory to a permitted use. This project primarily benefits Valley Vista Services which is a private enterprise and the agenda item also says they could generate income from other private parties. A trash facility is not a permitted project in the PS zone, especially not a trash facility for a private enterprise. Both of these projects are a business use for a private enterprise on property that is zoned PS. Commercial and Industrial projects are not permitted uses.
Enclosed is an aerial map of the area with the City Maintenance Yard outlined. As you can see, there are many single family homes, townhomes, apartments, an elementary school, and parks in the immediate vicinity. Also enclosed is a diagram of the proposed location of the facilities.
We have two City Council Members that term out at the end of the month and it is believed they are pushing to get this approved. Most of the current Council Members have accepted contributions from the main representative of Valley Vista over the years.
The primary beneficiary of this proposal is Valley Vista. The quality of life for our residents has to be the top priority. This proposal has serious negative impacts on our neighbors. If you want to fight for our city, you can sign our petition and/or email the City Council asking them to oppose this proposal.
