Create The Sheppard Act to protect vulnerable adults in emergencies

The Issue

Recently, amongst our community - there was an elderly woman living alone. She cherished her independence but recognized her limitations. Despite valiant efforts to secure help, she encountered a fragmented system that offered limited services. There was no clear protocol, no coordinated response in place, and when a house fire tragically occurred, she was unable to escape. This tragedy underscores a critical flaw in our current emergency response systems.

It is time to enact The Sheppard Act, a piece of legislation designed to ensure the safety of vulnerable adults who are unable to safely exit their homes during emergencies. This Act would establish a standardized screening and intervention protocol to identify these at-risk individuals and mobilize necessary support and resources.

Statistically, there are thousands of adults like this elderly lady. According to the AARP, over 14 million older adults live alone, with a significant portion needing assistance for daily activities. Yet, current support systems lack the integration and clarity required to respond effectively during emergencies.

By implementing The Sheppard Act, emergency services and community support structures would be provided with clear guidelines. This Act would facilitate a coordinated response, ensuring that vulnerable individuals receive timely and effective aid, thus avoiding tragedies like the one experienced by our neighbor.

We need legislation that recognizes the dignity and rights of vulnerable adults by providing them a safety net in times of crisis. The Sheppard Act is not just necessary, it's urgent. We must prevent future tragedies.
