The Issue

Malta and Gozo face rising temperatures, increasing energy demand, and limited land for renewable energy generation. One of the most effective, proven, and visually unobtrusive solutions is the installation of solar PV canopies over car parks — generating clean energy while providing much‑needed shade for residents, workers, patients, and visitors

We call on the Minister for the Environment, Energy and Enterprise to launch a national programme to install solar canopies over public and private car parks, starting with:


- Gozo General Hospital car park  
- Cirkewwa ferry terminal marshalling area  
- Mgarr ferry terminal marshalling area  
- Supermarket car parks (e.g., Arkadia, Lidl, Pavi/Pama, Greens, etc.)  
- Industrial estate car parks  
- Government building car parks  
- School and community car parks


Why this matters:
- Generates renewable energy without taking up new land  
- Reduces heat exposure for people, pets, and vehicles  
- Cuts energy costs for public infrastructure  
- Supports Malta’s climate obligations under the National Energy and Climate Plan  

- Improves comfort and safety for thousands of daily users  
- Creates visible, practical climate action that benefits everyone


Solar car parks are already widely used across Europe. Malta has the sunshine, the need, and the opportunity — now we need the political will.


We urge the Minister to adopt this initiative and work with Transport Malta, the Climate Action Authority, Enemalta, local councils, and private stakeholders to implement solar canopies across the islands.
