Create PR Pathways for TFWs Working for Ethical Employers in Canada

The Issue

To: The Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship
CC: Members of Parliament and the Canadian Public

We, the undersigned, are calling on the Government of Canada to urgently address a serious failure in our immigration system — one that punishes not only hardworking Temporary Foreign Workers (TFWs), but also ethical employers who have followed every rule, invested time and resources, and contributed to Canadian communities.

Across Canada, employers like Regal Grooming Lounge in Vancouver have hired barbers through the Temporary Foreign Worker Program, provided fair wages, proper housing, full-time employment, and an exceptional work environment. These employees have paid taxes, contributed to CPP and EI (benefits they cannot access), and have built strong, genuine ties to this country.

After two years of doing everything right — on both sides — these workers are now being told they must leave. And their new work permit applications, supported by new LMIAs, have been stalled at Service Canada for over a year, with no end in sight.

We are not asking for special treatment.
We are asking for a system that rewards integrity, not punishes it.

We respectfully call on the Government of Canada to:

1. Create clear, accessible pathways to permanent residency for TFWs who have completed valid, compliant two-year employment contracts with ethical Canadian employers.
2. Prioritize the processing of LMIA-based work permit renewals when the employer has a documented record of compliance and community contribution.
3. Separate policy decisions about the TFWP from abusive cases, so that workers and employers who have upheld their responsibilities are not penalized by the actions of others.
4. Treat people like people — not numbers, not files, and not disposable labour.
Canada should never be a place where we invite people to build our economy and communities, only to discard them once the paperwork expires.
