Children need to be safe and free from environments that call for police action or interaction. The Napa police were called to Kayleigh Slushers mother’s home 14 times for various reasons. They were called out to the home again 2 times just the week of her murder specifically for her safety and to do a welfare check. A few days later the media reported she died from blunt force trauma.

I want to create a "3 strikes you're out" law. This is a petition for change in regulations and procedures to allow police to take action on 1st call when called to a home for domestic violence, neglect or abuse of a child. Police to run warrant checks on parents and administer drug/alcohol testing. If one of the parents have prior felony convictions for violent crime or have been in a criminally administered drug rehabilitation program, and if they suspect drug or excessive alcohol use in the home police can take action to remove child on first call. If no prior felony conviction then parents are put on notice that the second call police will come with a search warrant. If no probable cause on 2nd call, police can remove children on the 3rd call. The calls must be made by independent parties to protect innocent parent from illegal false accusations. Children are then placed with a family member or close friend (as it is currently written thru CPS). Once children are taken from the home, they will need to have a medical and or physical examination by their pediatrician and or licensed psychologist. If the medical and or psychological exam shows no physical or emotional abuse the doctor will fill out a form on line through CPS website releasing the child/children back to parents to reduces legal costs and keep the court system out of it.
