Create Kansas Law to Prevent Sex Offenders Access to Schools

The Issue

Hello and thank you for your time to hear my story.

I recently attended an elementary school dance where a registered sex offender was in attendance.  The individual, listed on the Kansas Bureau of Investigation (KBI) registry for distribution or receipt of child pornography via the internet, had their phone's camera application pointed towards the dance floor. I was shocked when I learned that Kansas currently has no specific laws regulating sex offenders' access to schools.

Kansas is one of a few states that do not have laws in regards to sex offenders other than parole and a registry system.

The safety of our children should always be a topmost priority. Therefore, we must introduce legislation that strengthens the restrictions on sex offenders, particularly those with crimes against children, violent offenders, and repeat offenders, to prevent them from having access to school premises. 

The experience I underwent at the school dance was unacceptable.  Especially in a place where student safety should be a priority. 

The KBI currently has 12,139 registered sex offenders, I was horrified to learn how many are not compliant.  The purpose of the registry is to enhance public safety by raising awareness and assisting in preventing future offense.  

Senator Kellie Warren has drafted an bill, SB 288, that would make it unlawful for adult sex offenders to enter onto school properties or attend school activities.  

Senator Kellie Warren needs residents of Kansas to come forward and share their story.  If you would like to submit your story (written or video) you may text it to Senator Warren at 913-526-9647.  

As a state we must stand together and act to ensure that our children safety comes first when attending school and school activities.
