The Issue

Two dogs and a cat — Opal, Rudy, and Noki — were found dead, abandoned for months in a Brevard County apartment.

The woman charged with their deaths? A 23-year-old veterinary technician—someone who had been trusted to care for animals.

This case isn’t just heartbreaking. It shows a clear gap in Florida’s protections for pets and the public.

We’re calling on the Florida Legislature and Governor Ron DeSantis to pass legislation creating a public Animal Abuse Registry—a searchable database that tracks individuals convicted of serious cruelty or neglect.

Shelters, rescues, employers, and potential adopters deserve to know when someone has a record of harming animals.

Similar to sex offender registries, this tool would prevent repeat abusers from working with or owning pets—and give communities the power to protect vulnerable animals.

Florida already tracks abuse cases in the court system. It’s time to make that information transparent and usable.

Tell Florida lawmakers: Create a public Animal Abuse Registry. Let Opal, Rudy, and Noki’s story lead to real change.
