Create a Pet Surrender Safety Net in Pennsylvania
The Issue
In December 2025, a dog named Tangi was found outside the Pennsylvania SPCA in a sealed cardboard box. Alongside her was a heartbreaking note from her owner: “I have no other option. It’s either eviction or let the dog go.”
Tangi was cold, terrified, and lucky to be found in time. She is now safe, warm, and receiving care. But this story is not unique. Across Pennsylvania, families in crisis are being forced to abandon beloved pets simply because they cannot find help in time.
No one should ever feel that the only way to keep their family from losing housing is to leave a pet outside in freezing temperatures.
We are calling on Pennsylvania state lawmakers to fund and implement a Pet Surrender Safety Net, a statewide emergency support system to ensure animals can be surrendered humanely, safely, and without shame when crisis strikes.
This should include:
- 24/7 drop-off access points at shelters or designated safe havens
- Emergency pet foster programs for families experiencing eviction or hospitalization
- Clear, judgment-free intake procedures for owners in crisis
- A central hotline and outreach campaign to help pet owners find immediate options
We know shelters are under pressure. But right now, the system leaves too many people and animals with nowhere to turn.
When someone leaves a pet in a box with a note, it is not neglect. It is a last resort. A cry for help. Pennsylvania can and should be better prepared to catch animals and people before they fall through the cracks.
We urge state legislators in Harrisburg to treat this like the public safety and public health issue it is. With proper funding, coordination, and compassion, we can prevent animals from being left behind and support struggling families through the most difficult moments of their lives.
