I am proposing a voluntary paid standby workforce program where participants stay available general labor,  construction jobs and trades. This will reduce suicide rates, crime and overall depression.

While waiting for job assignments, they would receive pay  and complete physical conditioning and readiness training, including strength, endurance, and reaction drills to stay prepared for physically demanding work. The program would also require trade certifications such as forklift operation and dish washer installation to improve long term employment opportunities. The goal is to keep a ready, physically capable workforce continuously employed in long term labor while reducing unemployment gaps.
