Create a Michigan domestic violence offender registry
The Issue
Domestic violence is a serious and ongoing public safety issue in Michigan. While individuals convicted of domestic violence offenses are sentenced through the courts, Michigan currently has no centralized registry to track those convictions or identify repeat offenders.
Domestic violence is rarely a one time incident. It is often part of a documented pattern that escalates over time. Without a registry, survivors, law enforcement, and courts lack a critical tool that could help prevent repeat harm and improve accountability.
We are calling on Michigan lawmakers to introduce and pass legislation establishing a Michigan Domestic Violence Offender Registry that would apply only after conviction and include appropriate constitutional and privacy safeguards.
This legislation should:
- Apply only to individuals convicted of domestic violence offenses.
- Be managed by the Michigan State Police
- Include tiered registration periods based on severity and repeat offenses
- Be accessible to law enforcement, courts, and probation/parole, with limited public access as determined by lawmakers
- Focus on prevention, accountability, and survivor safety, not additional punishment.
This registry is not about shaming or retaliation. It is about recognizing patterns of violence, improving informed decision making, and protecting victims from repeat offenders.
Survivors deserve to be protected. Communities deserve transparency. Michigan deserves stronger tools to prevent domestic violence before it escalates.
We urge Michigan lawmakers to take action and work with survivors, advocates, and legal experts to pass meaningful legislation.
