Re: Petition to Initiate Underground Utility District(s) and Removal of Overhead Electrical Poles
Dear City Council Members and City Clerk,
We, the undersigned residents and property owners of Costa Mesa, respectfully submit this petition to request the City Council to initiate the review process for removal of existing overhead electrical poles and installation of underground utilities in designated areas of the City.
We understand the City’s Municipal Code authorizes the City Council to hold public hearings and consider establishing Underground Utility Districts for the purpose of undergrounding utility infrastructure where it serves the public necessity, health, safety, or welfare.
We believe that removing overhead poles and relocating electrical and communications infrastructure underground would:
-Enhance public safety by reducing hazards associated with exposed poles and overhead wiring.
-Improve neighborhood aesthetics and community character.
-Reduce outages related to storms, winds, and vegetation impacts.
-Promote long-term infrastructure resilience and align with community sustainability goals.
Therefore, we respectfully request the City Council:
-Direct staff to prepare a report on the feasibility, cost, funding options (including CPUC Rule 20A/20B), and potential boundary areas for undergrounding projects.
-Schedule a public hearing, as required under Costa Mesa Municipal Code, to allow community input.
-Explore financial strategies in partnership with Southern California Edison and other utilities to advance undergrounding in priority areas.
We have attached signatures and support comments from community members who share this goal.
