The Issue
Background
The Labour administration of Harrow Council approved the Eastman Village regeneration scheme in July 2021 and the London Mayor approved the scheme in August 2021. The site includes the building of 2,000 homes along with restaurants, cafés, shops, offices & business buildings. The scheme did not include sufficient parking provision. This was raised as an objection by residents during the planning process, but the issue was ignored by the Council.
The scheme is already having a detrimental impact for residents parking in the areas surrounding the development, and following multiple petitions, Harrow council are engaging in a consultation for Controlled Parking Permit Zones (CPZs) to be installed.
The scheme is not yet complete, and the properties are not all occupied, and already parking in the surrounding areas is a major issue for residents.
Harrow Council were warned by their own residents that this would be an issue, but these concerns were not considered.
We believe, for this reason, parking permit costs for any scheme introduced, should be at no cost to residents.

Petition Topic
This petition is in response to the current consultation regarding the introduction of Controlled Parking Zones (CPZs) to many roads surrounding Eastman Village (Kodak site).
Residents in these roads often cannot park outside their own homes, as residents from Eastman Village are now parking there.
The council have introduced these parking problems due to the lack of parking provision at Eastman Village. A carpark would have prevented the problems. The issue was raised by residents at the time when planning was being approved, but the issue was ignored by the council.
If CPZs are installed, we demand they are FREE, at no cost to residents. Roads in the surrounding areas affected by Eastman Village, that already have a CPZ, should also get their permits at no cost.
Currently when Harrow Council Introduce a CPZ the road is laid out with yellow lines and parking bays, reducing the parking spaces by up to 50%. If CPZs are introduced, we do not want parking bays to be marked with white lines and we do not want yellow lines across driveways. This will keep the number of available parking spaces to a maximum. All that is required are signs giving an indication of the Zone and restriction times. This will also reduce the cost of implementation and maintenance.
If the consultation indicates residents want CPZs, this petition demands Harrow Council introduce a FREE parking permit system in the following roads:-
