HMRC have been planning to introduce the VAT Reverse Charge for the construction industry for a few years now. They have postponed the introduction date at least a couple of times (presumably because they know it won't be easy) & are now stating it will start on the 1st of March 2021. 

The idea of the reverse charge is (as the construction industry service provider) you only charge VAT to the end user, meaning VAT does not have to be charged, collected, accounted for & paid to HMRC along the line of businesses involved in a service, it only has to be charged by the final business in the chain to the end user i.e. the actual customer. Sounds simple but it will actually cause a lot more administration to the small businesses in the chain who may already be terrible at keeping their paperwork up-to-date. This is not a dig at small business owners. As someone who works with a lot of small businesses within the construction industry, I can see this going horribly wrong. 

Small business have enough to contend with without changing the way VAT is charged, collected & paid to HMRC.
