Connect Our Community: Build a Trail from West Boulevard to Dinosaur Park & Skyline Trail

The Issue

Residents of the West Boulevard neighborhood—particularly families with children, elderly individuals, and those without cars—lack safe, direct access to one of Rapid City’s most treasured outdoor assets: the Skyline Wilderness Trail System. The only current access points require either driving or navigating steep roads like Skyline Drive, which are not pedestrian-friendly. Visitors to downtown Rapid City are also cut off from easy hiking access. Without a nearby trailhead, a large portion of the community is effectively excluded from daily connection with nature, outdoor recreation, and all the physical and mental health benefits that come with it.

If nothing changes, this green space will continue to be underutilized and inaccessible to many Rapid City residents. Families will miss out on close-to-home nature experiences, kids will have fewer places to safely play and explore, and our downtown will lack a critical link to the trail systems that draw both tourists and locals. But if a trail is built through the unused city land from South or Hill Street to Dinosaur Park, we create a gateway that connects more people to nature, encourages healthy lifestyles, and strengthens our sense of community. This trail would be a low-cost, high-impact project that serves current and future generations.

With growing interest in outdoor recreation, walkable cities, and equitable access to public lands, now is the time for Rapid City to invest in this vital link. The land is already owned by the city and ready to be activated for public good. By allocating staff time or funding for trail development, Rapid City can take immediate, meaningful action that aligns with community goals and Parks & Rec values. Let's seize this opportunity to create a lasting connection—between neighborhoods, between downtown and nature, and between people and the outdoors.
