Create a Marine Mammals Good Samaritan Act to allow animal rescue

The Issue

We request and require that a "Marine Mammal Good Samaritan Act" be written into law, so that properly trained law abiding citizens can provide needed rescue efforts when animals protected under the MMPA (Marine Mammal Protection Act) are beached or otherwise in harms way or imminent danger. 

Citizens need protection from Federal agencies such as NOAA who do not take immediate efforts to help accidentally stranded or injured animals, but instead prohibit citizens from helping the animals in any way by threats of Fines, Imprisonment or confiscation of personal property.

The most recent example is the unnecessary death of the young whale accidentally grounded in Moriches Bay. Ignored for 4 days by NOAA and the Riverhead Foundation, until on the 4th day declared beyond help by the NOAA vet and killed.

There is little doubt that this protected animal could have been saved by locals within 24 hours of its stranding, if their efforts were not threatened with fines and arrest by NOAA.
