Here in North Carolina, sex crimes against mentally disabled adults who have an intellectual age if a child, are not punished as if the crime was against a child. My 76 year old mentally disabled sister in law with an intellectual age of a 

5 to 7 was sexually assaulted, and the offender was not punished under stiffer guidelines as if they

were a child. No ankle bracelet monitors on these predators.  I'd like to get all the support to change this law and protect some if societies most vuneralble.  Please sign and support.
