Our shelters are spilling over, rescue groups are overwhelmed by the steady flow of abandoned and abused dogs. Most animal lovers I know have at least 2 dogs, some are up to 5 or more, STILL every day thousands of dogs have to die. Make it illegal to breed without a license. Licenses should only be given after the person who wants to breed dogs has been deemed capable of providing the space, care and agrees to have the pups fixed before rejoining them. Isn't it time we get to the root of the problem?
