Pass Bill H​.​R. 4268 for Post Office Employees

The Issue

My name is Kristen and I'm a Substitute Carrier for the USPS— that means that I work for the USPS 40+ hours a week without benefits.

Substitute Carriers work a full-time schedule without retirement, 401k, paid vacation, or sick leave. I am starting this petition in hopes that you will support Bill H.R. 4268 to grant Federal Retirement Fairness to post office employees.

When a postal rural carrier associate starts working for the post office, they are a considered Substitute Carrier. Carriers can be considered "Substitute" anywhere from a year to 15 years before becoming a "full-time employee." Carriers do not earn retirement or 401k until they become full-time, despite the fact that they work a full-time schedule 5-7 days a week. The United States Postal Service started working on Sundays around 6 years ago.

Substitute Carriers do not earn vacation, sick leave or other benefits that full time employees earn, even though they work 40+ hours a week. We are starting this petition in the hopes that you will support Bill H.R. 4268 that would allow all postal employees to buy back their substitute time to go towards retirement.

How Bill H.R. 4268 Would Work: If an employee works as a Substitute for 12 years and becomes full-time at age 50, they would have a decent retirement and not have to continue working until age 75-80. Similarly, if a rural carrier works for 10 years as a Substitute Carrier and becomes full-time at age 55, they would retire with 20 years of retirement benefits.

Members of Congress, please support this bill for the government employees who work day and night to keep our society running. In what other government job does one work day and night, 7 days a week, all during a pandemic without retirement benefits?

Many federal employees begin their careers in temporary positions before transitioning to permanent status—so we need to have their backs. This bill will ensure that all federal workers . . . have the opportunity to retire on time, regardless of how they started their careers.

Seasonal and temporary employees who answer the call of duty deserve the same level of deference as the permanent employees they work with. It is unconscionable to ignore temporary or seasonal labor upon becoming permanent employees given many of these employees risk their lives and health for these jobs, as thousands of wildland firefighters do each year . . .
