Survivors of military killed in service are denied benefits. They collect either their service earned retirement survivor annuities or VA Dependency and indemnity payment for the loss of future earnings, but not both. This is analogous to denying a retirement benefit because a death and dismemberment benefit is being paid. Congress can eliminate the offset by passing HR 178 and S 260 .
