1. Problem: there are too many puppy mills that are not regulated and often get away with bad conditions and possible cruelty without many consequences.
Even though there has been some good improvements with animal cruelty, such as the Animal Cruelty Act passed in 2019, there should be more laws that focus on large-scale breeders, usually called Puppy Mills, that have poor conditions, such as small cages, not enough food and water and little or no health care.
A puppy mill is a place that breeds dogs quickly and in high numbers, only for profit without thinking of the needs of the puppies and their parents. Dogs from puppy mills are not usually socialized, and most have health problems. Puppy mills sell through internet sales, online classified ads, flea markets and pet stores mostly.
Responsible breeders will meet you in person and show you where the puppy was born and raised, and often you can meet the parents of the puppy, but Puppy Mills do not do this. According to the Humane Society there are 10,000 puppy mills over 194,000 are used for breeding and over 2 million puppies are sold every year.
