When every govt. official is selected through high competition and is thoroughly checked in knowledge including any kind of allegations(criminal or theft), then why not the political parties leaders?

Recently it was found that more than 300 candidates out of500 in Lok Sabha, are just 12th pass outs, and they are ironically chosen as ministers to lead India. 

Now, the question is- Are they eligible to lead us?, Do they know what India really need now?, Have they considered the consequences of their one wrong decision?, Have they laid out the things to promote health and reducing pollution in India?
When a city like New York has AQI of 23-38, Delhi has AQI reaching 350-550, which is equal to consuming 23 cigarettes a day.
What has the govt. of India done to prevent crime rates from increasing?
When are the people gonna feel safe at night in cities like Delhi?

I want India to conduct an Examination for candidates interested in joining political parties, assuring that they have the knowledge of Indian History, Moral Values, understanding of current Youth, health importance, and a selfless personality.
and their answers should be visible for the citizens to decide the person they want to lead India.

Concluding, I (A citizen of Independent India) want India to conduct a examination similar to UPSC for the selection of candidates interested in joining political parties to lead India, and their answers should be accessible to the common citizens too.
