The Issue
ALM Lake Properties, LLC is seeking to have the zoning changed for land in Concord Twp., OH from R-1 to R-2 (Residential Conservation Development) zoning. If approved, the proposal will allow for the development of an upscale, low maintenance, active adult community for empty-nesters looking to "right-size." The single family home lifestyle community will have amenities like a clubhouse, state-of-the-art fitness center and pool, to be built by 20th Century Construction.
R-2 zoning will allow lot sizes to start at .25 acre versus the R-1 zoning of .50 acre it's currently zoned. The proposal preserves 30% open space as opposed to the current zoning, which doesn't call for open space. Having 30% open space will serve as a buffer to surrounding neighborhoods and protect the privacy of both new and current homeowners in surrounding neighborhoods by eliminating the option for incoming residents to clear their entire lot, which could potentially leave homeowners little to no privacy.
As the property is currently zoned, larger lots are not conducive to including lawn maintenance for homeowners looking to simplify their lives. The proposed use will allow the maintenance of lawns to be provided at a cost that is reasonable to the residents. Further, smaller lot sizes will still give homeowners the privacy they seek without being overwhelmed by maintenance of a large lot.
The community will positively impact Concord Twp. in comparison to traditional single family developments by reducing traffic and school impact. Traffic reports show homeowners in these types of communities have different traffic patterns, as they don't typically travel during busy drive times like residents in traditional single family home subdivisions. There is also a reduced impact on schools. 80%+ of the homes will be occupied by resident(s) 55 years or older and the deed restrictions aren't conducive to families with school-aged children.
There has been so much positive outreach and support from members of the community who are excited to begin the next phase of their lives with less work and more enjoyment. The proposed lifestyle community is unique for Concord Twp. and allows lifelong residents the opportunity to stay in Concord Twp. (now and in the future).
