Cobb County to Fix Dangerous Sinkholes

The Issue

Cobb DOT owns a number of storm drain pipes throughout neighborhoods in Cobb County. Taxpayers pay for the installation, inspection and maintenance of these pipes in order to prevent pipes from breaking , leaking and forming dangerous sinkholes  that can damage or destroy properties, cause serious injuries and even death.  The cost to repair a sinkhole caused  by a leaking storm drain pipe would cost a homeowner/taxpayer  well over $60k. The cost to a County to repair is considerably less given the county's access to labor and materials  required for the repairs. Cobb County DOT does not inspect these aging and defective  storm drain pipes as expected  and therefore numerous sinkholes have been formed across the county in neighborhoods  jeapardizing  numerous homes and residents. Cobb County Commissioners and Manger have refused to repair such sinkholes even though its the county's neglected storm drain pipes that broke and formed the sinkholes that have endangered many residents and severely damaged or destroyed homes throughout the county.  Residents do not have the funds and likely will never have the funds  to  pay for the repairs Therefore,  residents  are left to live in danger and often have no choice but to lose their home or their life. Not many can pay for or qualify for two mortgages or rents in order to relocate away from this peril the county caused.  Home insurance companies won't cover sinkholes as most form on the property or underneath a street or driveway  not "in" the dwelling . Sinkhole insurance would only apply if the dwelling was damaged and under specific circumstances that will likely never happen.   Cobb County has cited two excuses for doing nothing which are sovereign immunity that the County claims  pardons any injuries . deaths and/or damages the County's negligence caused.  A horrific, unethical and immoral defense used against residents and taxpayers that are victimized.   Cobb County sometimes uses the excuse that a builder buried trash when the home was built. The "trash" excuse is one that can't be justified or proven unless  the builder admits to doing it  and that a trash pit was found  on top of the storm drain pipe.  The "trash" excuse from the county has often been used to avoid responsibility when a builder is deceased and cannot defend that accusation.  Additionally,  such trashpits that were unethical  but "legal" prior to 1990 were rarely  placed  near storm drains given the construction  laws and codes preventing  trash buried  within so many feet from the dwelling or the street.  Burying any construction trash anywhere has been illegal since 1990.  Cobb County leaders need to be held responsible for allowing Cobb DOT to neglect their storm drain pipes especially in neighborhoods .  Any damages a sinkhole caused by a broken storm drain pipe owned by the County should be repaired and the home owner compensated for damages.  If the county continues to allow such dangerous conditions to terrorize taxpayers, homeowners and residents in Cobb County ,the county will have no taxpayers left to pay taxes or reside in the county. More and more sinkholes will be found as homes built in the 80's and 90's will realize the operable life expectancy of storm drain pipes the county placed on easements on private property is far  less  than the  life expectancy of their home .  Every homeowner is at risk in Cobb County of losing their home, their family or their own life  if Cobb County Commissioners don't step up and do what they know is the right thing to do for homeowners, taxpayers and residents , and  fix these highly dangerous sinkholes!!!
