Compulsory Pet Scanning When Pets Receive Medical Treatment to Reunite Stolen Pets

The Issue

My beautiful Cat Mr Binky, of eight years was stolen on the 19/09/22 which has left my whole family and friends were utterly devastated. We went through the motions of Reward Posters put up in the local area and posted on social media. I contacted Petlog and Mr Binky has been flagged on their database. They advised me when Mr Binky is brought to a Vet or other animal establishment he will be scanned and because he has been flagged on their system. Mr Binky would be kept, and I would be contacted by the establishment to come and collet him. I thought about this and tried to remember every time I had taken both of my cats to the vet not once did, they scan the cats. I contacted my vets and called a few more only to discover no vets or establishments do compulsory scanning. 
It is a legal requirement since April 2016 to microchip Dogs and since December 2021 to microchip Cats. Without compulsory chipping scanning Vets are potentially handling stolen pets every day. Us pet owners need every chance possible to reunite with our lost or stolen pets, by using compulsory scanning and providing your microchip licence to the vets as a legal requirement it will increase our chances to get our pets back.
