Compel the State to Regularly Clean Drainage Pipes under I-10 to Prevent Flooding

The Issue

For years, the residents of Olsen Estates in Mont Belvieu, Texas and its neighboring communities of Cove, Old River Winfree, and Beach City, have experienced repeated flooding. Our houses are inundated and our streets become impassable almost every year due to this perennial problem. We have been dealing with this overwhelming issue since the1970s and1980s.

This is not merely an inconvenience – depriving homeowners of their peace and security but it is also causing a considerable amount of home and property damage in our beloved neighborhoods. The continuous building activities – the addition of concrete areas, removal of trees, construction of new houses and businesses – exacerbate the situation.

The flooding is primarily due to an outdated and non-maintained drainage system. The state last cleaned the drainage pipes/culverts under I-10 in the early 1980s. Since then, numerous pleas for maintenance have remained unheeded.

The most effective and immediate solution is to call upon the State authorities to clean these culverts and implement a regular schedule for maintenance. This simple action can significantly diminish the scale of flooding, saving both homes and livelihoods.
