WHY THIS LAND MATTERS
Living near Sunset Crossroads has given many of us a deep appreciation for its natural beauty and significance. This is not just an undeveloped parcel of land—it is home to diverse wildlife, open skies, and natural quiet that supports both ecological balance and human restoration. It holds the potential to be a place where families gather for picnics, neighbors walk and connect, children play, elders move safely, and individuals find solace, reflection, and connection in nature.
For generations, communities like ours have relied on open land like this for wellness, recreation, and a sense of belonging. Yet these spaces are disappearing rapidly. Once they are gone, they cannot be reclaimed. Sunset Crossroads offers Banning a rare chance to protect values that are increasingly scarce: peace, health, biodiversity, and community connection.
WHY GREEN SPACE MATTERS FOR EVERYONE
Research consistently shows that access to green space reduces stress, supports cardiovascular and respiratory health, improves mental health outcomes, and strengthens community cohesion. Clean air, open land, natural soundscapes, and daily movement are not luxuries—they are essential components of healthy, resilient communities. Cities that prioritize these elements enjoy lower long-term healthcare costs, stronger social bonds, and improved overall quality of life.
Beyond environmental impact, industrialization overlooks a fundamental community need: inclusive, accessible spaces that support wellness for everyone. Preserving Sunset Crossroads offers the opportunity to create thoughtfully designed, handicap-accessible walkways and gathering areas where individuals of all abilities can safely walk, jog, bike, rest, and reconnect with nature. These spaces foster physical health, mental well-being, social connection, and intergenerational community life.
The Threat
This land is now at risk of being permanently transformed by large-scale industrial development. Such expansion would disrupt delicate ecosystems, fragment wildlife habitat, and eliminate one of the last remaining large, continuous open landscapes in the area. Industrial uses of this scale bring increased truck traffic, air and noise pollution, artificial lighting, and heat impacts—burdens that directly affect nearby residents and undermine long-term public health.
This site is not suitable for industrial use. We are not opposed to development of the parcel already zoned for commercial use (approx. 47.9 acres), which could bring much-needed retail to the community. However, it is concerning that the remainder of the land, currently zoned residential, would be sacrificed for industrial development to accommodate a small portion of commercial space. The proposed anchor tenant has not been publically confirmed, and it is unclear whether it would meet the community’s needs. Approving a large industrial footprint for the sake of potential commercial benefit raises important questions about whether the project aligns with long-term planning goals, neighborhood compatibility, and land-use integrity.
A CALL FOR INTENTIONAL PROGRESS

Statement of Concern
I have deep concerns about the proposed industrial park, especially given its location between two existing communities. This industrial complex would span the equivalent of over 80 football fields.
This area is home to many elderly residents and individuals who may be more sensitive to environmental impacts. Introducing a large-scale industrial complex here could expose them to increased pollution, traffic, and associated health risks.
This does not feel like the right fit for this space. Development decisions should reflect the needs and well-being of the people who already live here, prioritizing health, safety, and long-term quality of life.
Overview of the SCSP
The current project as it stands today 3/24/26 is below. Many versions of this project exist and none that have been provided to the citizens of Banning are complete in nature. We've asked for clarity but it has not been offered.

Important Note: The public investments listed below are not guaranteed. The development agreement includes legal provisions that may allow the developer to reduce, delay, or avoid providing these benefits under certain circumstances. This means the community may not ultimately receive the full value presented.
Land Use and Zoning
- Red lines below indicate property included in the SCSP proposal.
- Northern parcel is in the city of Banning and zoned as residential and commercial.
- The southern parcel is zoned as residential and is part of Unincorporated Riverside County. This will be annexed into the city with this proposal.
- With the exception of the top right (NE) parcel that is currently zoned as commercial, all zoning will be rezoned from residential to industrial.
Breakdown of Land Use:
- Purple areas are currently zoned as residential and will be rezoned as industrial spanning 392 acres. All areas zoned purple that do not have an industrial building on this plan, may be built on in the future, adding to the number of warehouses.
- Red area is currently zoned commercial and will stay commercial 47.9 acres.
- Light green areas are open space resources for natural water shed areas and the creek that runs through, totaling 53 acres. This a state requirement for conservation regulations.
- Dark green is 5 acre open park and 7.6 acres of walking trails, totaling 12.6 acres.
- Grey areas like the streets are for circulation totaling 28.3 acres.

- Gold buildings indicate warehouses and commercial stores. Commercial is confined to the NE corner, the small grey parcel located under it near Sunset and Westward Ave may be rezoned as commercial but that was not in the staff report provided on 3/10/26.
- Yellow buildings/structures indicate public benefits like addition of supporting power grid, water treatment areas, and a fire house. These buildings are not listed in the agreement as required.

- Buildings on this plan and of this size, do not compare to any part of what currently exists in Banning.
- The warehouses are larger than the "sketchers" warehouse you can see on the far right of this map, east of the airport.
- Red Lines are rezoning of Mount San Jacinto College designated land to Very High Density Residential to make up for the loss of 1146 units via Sunset Crossroads.

At 4.7 million square feet, this industrial complex would span the equivalent of over 80 football fields—all concentrated in one location, directly between existing communities. This is not a small or moderate change. It is a massive transformation of the landscape that will bring lasting impacts to our air quality, traffic patterns, noise levels, and overall well-being.
For residents—especially our elderly neighbors and those more sensitive to environmental stressors—this means daily exposure to increased pollution, congestion, and disruption. These are not temporary inconveniences; they are long-term quality of life concerns that will shape how people live, breathe, and feel in their own homes.
We are not opposed to thoughtful growth. We are asking for responsible planning—development that respects the people who already live here, honors the character of our community, and prioritizes health, safety, and sustainability.
