COMMUNITY SUPPORT FOR JOVAUGHN STEPHEN MILLEN - HUMANITARIAN
AND COMPASSIONATE CONSIDERATIONS
We, the undersigned members of the community, respectfully submit this petition in strong
support of Mr. Jovaughn Stephen Millen and his application for permanent residence in Canada
based on Humanitarian and Compassionate considerations.
We understand that Mr. Millen may be required to leave Canada because of his current
immigration circumstances. We respectfully ask Immigration Canada to carefully consider the
exceptional humanitarian and compassionate factors in his case and to grant him the
opportunity to remain in the country that he has worked tirelessly to make his home.
Jovaughn arrived in Canada in December 2019 as an international student with a genuine
desire to obtain a Canadian education, develop his career, and contribute positively to Canadian
society. Like many international students, he left behind his family, friends, and everything
familiar to pursue a better future through education, hard work, and perseverance. Since his
arrival, he has remained committed to those goals and has demonstrated through his actions
that he possesses the integrity, work ethic, and character that Canada values.
During his time in Canada, Jovaughn successfully completed his diploma in Business
Administration with a major in Human Resources at Red Deer Polytechnic. Completing his
education represented more than obtaining a credential. It reflected years of dedication,
sacrifice, and determination to build a meaningful future in Canada. Those who know him
recognize that he approached his studies with seriousness and discipline while simultaneously
supporting himself through lawful employment.
Jovaughn quickly became a productive member of the Canadian workforce. Beginning as a
barista with Starbucks, he consistently demonstrated professionalism, reliability, and a positive
attitude toward both customers and coworkers. His commitment to excellence resulted in his
promotion to Shift Supervisor, a position that required leadership, responsibility, sound
judgment, and the ability to support and supervise other employees. His promotion was earned
through hard work rather than circumstance, and it reflected the confidence that his employer
placed in him.
Even after his Post Graduation Work Permit was approaching its expiry, Jovaughn continued to
pursue every lawful avenue available to remain employed and continue contributing to Canada.
He improved his English language test scores, remained in the Express Entry system, secured
new skilled employment, and worked with an employer willing to pursue a Labour Market
Impact Assessment on his behalf. At every stage, he followed Canadian immigration laws,
sought guidance from Immigration, Refugees and Citizenship Canada when uncertain about his
status, and acted honestly and responsibly.
We recognize that his current immigration difficulties did not arise because of dishonesty,
criminality, or a disregard for Canadian law. Instead, they resulted from circumstances largely
beyond his control. His permanent residence application was refused after he was unable to
obtain a detailed employment reference letter from his former employer despite making every
reasonable effort to secure it. Rather than simply accepting the situation, he gathered every
alternative document available to him, including tax documents, employment records, pay
statements, correspondence with his employer, and supporting letters to demonstrate the
authenticity of his work experience. His efforts demonstrate a person who is transparent,
accountable, and determined to comply with Canada's immigration requirements.Those of us who know Jovaughn can attest that he is a respectful, humble, dependable, and
compassionate person. He treats others with kindness and dignity, maintains a positive attitude
during difficult times, and faces challenges with maturity and resilience. His honesty, humility,
and willingness to help others have earned him the respect of his family, friends, coworkers,
classmates, neighbours, and church community.
Over the years, Jovaughn has built deep and meaningful roots in Alberta through his studies,
employment, friendships, and community involvement. These connections were formed through
shared experiences, trust, and genuine care. He is known as someone who is dependable,
approachable, and committed to contributing positively wherever he can.
His faith and church community are also central to his life in Canada. Through his involvement,
he has shown sincerity, integrity, and a commitment to values of honesty, compassion, and
service. His church has provided him with spiritual and emotional support, while he has become
an active and valued member of that community.
Jovaughn also has strong family ties in Canada, especially with his sisters, who have been a
major source of emotional support throughout his time here. He also plays an important role in
the life of his seventeen-year-old niece, Kaylie Peart. He is not only her uncle, but also a mentor
and trusted support. He encourages her education, supports her personal growth, and provides
guidance as she prepares for adulthood. His removal from Canada would therefore affect not
only him, but also the family members who rely on his presence and support.
Canada has become the centre of Jovaughn's family life, support network, and sense of
belonging. Returning to Jamaica would not mean returning to the life he left behind in 2019. It
would mean leaving behind the family relationships, friendships, church community, stability,
education, employment, and personal growth that he has built in Canada over more than six
years.
We believe Jovaughn embodies the qualities of someone who deserves the opportunity to
continue building his future in Canada. He has shown perseverance, respect for Canadian laws,
dedication to education, commitment to lawful employment, and sincere appreciation for the
opportunities Canada has provided him. He has consistently demonstrated that he wishes to
contribute positively to this country and become a permanent member of Canadian society.
Requiring Jovaughn to leave Canada would cause unnecessary and disproportionate hardship.
It would separate him from his immediate family, church, friendships, and the life he has
worked diligently to establish. It would also disrupt years of educational achievement,
professional development, and meaningful community integration.
For these reasons, we respectfully urge Immigration, Refugees and Citizenship Canada to
exercise compassion and discretion by granting Jovaughn Stephen Millen permanent residence
on Humanitarian and Compassionate grounds. We believe his circumstances reflect the very
purpose of humanitarian relief. He has demonstrated good moral character, resilience,
meaningful establishment in Canada, and a sincere commitment to contributing to this country.
