Community Resolution for Transparency & Accountability in the South Texas Water Authority

The Issue

Whereas the South Texas Water Authority (STWA) plays a vital public role in managing and protecting water resources for over 40,000  residents across Nueces and Kleberg County that include: Agua Dulce, Bishop, Driscoll, Kingsville, Ricardo, NWSC, and NCWCID5.

Whereas the security, quality, and cost of water directly impact community health, household budgets, local economies, and environmental resources; and

Whereas recent board actions and public briefings  at the September 23, 2025 Corpus Christi City Council presentation have revealed significant unanswered questions regarding contract terms, infrastructure readiness, and water quality oversight; and

Whereas elected officials and residents have expressed concern that critical documents remain redacted, technical assessments are delayed, and clear, plain-language information is consistently NOT provided to the public; and

Whereas the public interest requires leadership that operates with transparency, accountability, and full commitment to protecting ratepayers and residents;

Now, therefore, be it resolved:

That the undersigned organizations and individuals call for the South Texas Water Authority to immediately strengthen transparency and accountability by immediately take the following steps:

Release a statement to the ratepayers.

 Ensure that the 40-year primary water source serving our communities remains the primary source of supply, until such time as the secondary water source has been fully vetted through engineering review, transparent cost analysis, and water quality testing. 
Publish current projected price of water range per 1000 gallons under current conditions.
Provide plain language summaries of water quality, cost, and infrastructure reports for public understanding.
Disclose water testing protocols  including whether STWA can conduct unannounced, third-party testing to protect residents.
Release timelines for major infrastructure (including the 42” transmission line) with a plain language summary of condition and risks.

That this resolution is not partisan. Its purpose is civic: to ensure water security, public health, and fair treatment for residents, families, and small businesses who rely on STWA for essential services.

That the undersigned organizations and individuals affirm their commitment to continued public engagement, respectful dialogue, and lawful civic remedies to secure transparency and accountability for the community’s water future.
