Petition updateUpdate on Council Approval of Housing Plan on Hartford Rd. in MoorestownWhat Will be the Impact of High-Density Low Income Housing on Moorestown's Schools?

The Council is planning a development of 150 "very low, low and moderate income" units at 200 Hartford Road. One of our key questions/concerns about this plan to the Council has been to provide us with any studies or information as to the impact of this development on Moorestown's schools. To date, Council has not responded to this legitimate question. Therefore, we are left to speculate and make educated guesses as to what the impact will be on the school system. This raises a number of interesting questions and possibly additional reasons to be concerned. First, how many new students can be expected to enter the school system, and at which schools? In my estimation, there could be between 180-450 new students all entering the school system within a few months of each other as the housing project is completed and rented. Do we know what will happen if the majority of the students are of elementary grade age? Will they all attend South Valley, Roberts, Baker or will a new school be built? If there is a large number of pre-teen or teens (which is likely in a rental community) will the U.E.S., middle school, and high school need to be expanded? What is the plan for this eventuality? Second, what do the members of the Moorestown Board of Education think about this housing proposal and what is the long term facilities plan for dealing with this development? If you know a member of the BOE, please feel free to inquire about this. Third, if a new elementary or other school building is required, where will it be constructed and who will fund the construction of the school? Fourth, if the housing project is "100% low income" and built and maintained by a "non-profit" entity and no school taxes are paid by the development or its residents, how will the rest of the costs for these hundreds of new students be paid and by whom will they be absorbed? Fifth, has the Council conducted any research or reviewed any studies as to the impact on the existing students (our children) when a large group of new students enters an excellent/competitive school system under circumstances like this? If so, what are the results of that research and studies? When will they share that information with the residents? Sixth, is it in the best interests of the future school students from this housing project to be placed in a housing complex of this type where they will essentially be isolated (not within walking distance to any shops or other forms of entertainment) in the middle of a farm field next to two relatively busy roadways (Hartford and Centerton Roads)? We would like any information the Council has on these issues, and any other concerns that the residents of Moorestown have regarding the impact on this school district. Thank you.
