Community Concerns About “Soapy Falls Express Car Wash” Operations

The Issue

Dear City Council, I’m writing as a resident of Huntington Trails, TX (Forest Creek Estates)  to raise urgent concerns about the carwash at 111 Winterfield Dr, Hutto, TX 78634, better known as Soapy Falls Express Car Wash. Over the past year, my neighbors and I have documented three persistent problems that demand immediate attention:  
1. Excessive Noise What’s happening?: Dryers, machinery, and vacuum systems routinely roar well beyond acceptable levels. Impact: Constant disruptions to our families’ quiet enjoyment—and it’s only getting worse. 
2. Traffic & Safety Hazards What’s happening?: Cars regularly queue onto Winterfield St. blocking lanes and driveways. Impact: Dangerous conditions for pedestrians—especially children walking down Gattis School—and for drivers, in clear violation of local traffic laws and traffic markings. 3. Environmental & Light Pollution What's Happening?: Water‐use: Despite strict Williamson and Travis County restrictions, the wash runs nonstop, wasting thousands of gallons.
Lighting: Exterior LED fixtures blaze all night, flooding our homes with glare. Impact: Squandered resources, potential code violations, and shattered neighborhood tranquility.
 
Failed Attempts at Resolution
We’ve brought these issues directly to the owner, Mr. Montana, who has: Installed a noise‑reduction window in the dryer section (negligible improvement) Moved the dryers deeper inside (still unbearably loud) Declined to sound‑proof equipment, the tunnel, or perimeter (citing “uncertainty” about effectiveness) None of these half‑measures have worked. Requested Actions:
To restore peace, safety, and compliance, we respectfully ask that you: Mandate proven noise controls (sound barriers around dryers, acoustic walls/windows). Enforce water‐conservation rules and address any runoff/drainage violations under City Code. Limit LED lighting strictly to business hours. Convene a meeting between neighborhood representatives and Soapy Falls management to develop enforceable, long‑term solutions. Time is of the essence. Nearby residents and I appreciate your prompt intervention and look forward to your updates and next steps. Thank you for your attention to this urgent matter.
