#ROscam - A scam in Government of Karnataka running into hundreds of crores of rupees in providing safe drinking water in rural areas. Around 11000 RO(Reverse Osmosis) water purification plants are being setup across the state. These RO plants are available at Rs. 60 thousand to Rs.1 lakh depending on the capacities. The same plants are being bought at exorbitant prices by the Rural Development & Panchayath Raj Department (Rs.5.88 lakhs in 2011-12, Rs. 17.33 lakhs in 2013-14, Rs.8.9 lakhs in 2015-16). Also, the shelters of 10' x 15' that can be built in less than Rs.1.5 lakhs were built at the rate of Rs.5.5 lakhs. Several lakhs of rupees are being siphoned off on each plant. There is a nexus that exists between the suppliers/contractors & the Government officers/minister. The officials are said to be receiving 'kickbacks' from the contractors for approving higher rates. The involvement of RDPR minister Shri. H K Patil is also highly suspected. His name is already figured out in another scam involving setting up of water testing laboratories. Who are the sufferers.? - Our villages. Many plants that already have been setup do not even have electricity connection & raw water. Plants were setup without any study of availability of basic resources. It shows that Government wanted just to establish these plants, make money & forget. These plants are supposed to last for 10 years, but within an year many plants have become nonoperational due to lack of maintenance. Its the poor villagers at the receiving end of this scam & also every tax payer whose money is being looted in daylight. We demand - The government should order an inquiry in this scam and punish the culprits involved. As the involvement of State Minister is also suspected, a fair investigation by CID or ACB cannot be expected. Since the state Lokayukta is headless & toothless, a court monitored inquiry or investigation by CBI would be appropriate to deliver justice. The scam amount should be recovered from the culprits & used for providing drinking water to rural areas The Government should also immediately make all the commissioned plants operational by providing water & electricity on a war-footing basis to provide relief to our villages. Re-mineralization of the RO treated water to restore the essential minerals needed for human body.
