We have been listed as the 49th state for the worst animal cruelty prevention laws. Worst case scenario only has someone convicted of an aggravated misdemeanor . 

The laws regarding animals kept outside to face the elements need to be more defined, including shelter proving shade in summer and warmth in winter, water source should not be frozen or in direct sunlight, food should be fresh and both changed often. A shelter for an animal to hide in is NOT enough...a heating source needs to be provided. 

Also rescues should be able to save an animal with unfit living conditions, such as inadequate shelter, unclean water or frozen water, and old food.

With clear definition for adequate care of an animal, then this will no longer allow them so many loop holes to get out of.
