The Issue

In the Edinburg Consolidated Independent School District (ECISD), there is an undeniable history of neglect towards student welfare and safety. The district’s recent decision to enforce a clear backpack policy is yet another testament to their prioritization of funds over students' well-being. We have seen ECISD fail time and again in crucial moments, including a near-fatal school shooting that was narrowly avoided, persistent issues such as the pervasive smell of marijuana on campus, frequent school fights, and the catastrophic flooding of an elementary school.

This same school was pushed to reopen during an E. coli outbreak, an act they blatantly tried to cover up, risking the health and safety of young children. This was not an isolated incident, as evident from their reckless demand for us to attend school despite a devastating flood that resulted in hundreds of injuries. These instances highlight a concerning pattern of putting public perception and district attendance funding above the critical need for safe and supportive educational environments.

In the Edinburg Consolidated Independent School District (ECISD), there is a disturbing pattern of neglect when it comes to student safety and well-being. The district’s latest decision—to enforce a clear backpack policy—is just another example of their tendency to prioritize money and image over meaningful action. Rather than addressing the real issues on campus, ECISD is once again shifting the responsibility of safety onto students and families.

Let’s be clear: if this policy was truly about safety, the district would have acted sooner and provided clear backpacks to all students. Instead, the announcement came after most families had already bought their school supplies, forcing parents to spend even more money—without support from the district. This isn’t about protecting students. It’s about cutting costs and saving face.

Meanwhile, real safety concerns have been repeatedly ignored. A school shooting was narrowly avoided due to ECISD’s lack of oversight. Students regularly report the smell of marijuana in hallways, frequent fights, and a general sense of unease on campus. During a recent E. coli outbreak, the district rushed to reopen an elementary school, quietly putting young students’ health at risk. During the March floods, students were expected to return to class despite hundreds being injured across the Valley. These weren’t isolated events—they’re part of a long-standing culture of negligence and cover-ups.

Rather than investing in real solutions—like mental health resources, increased staff supervision, functioning security systems, and clear communication—ECISD is attempting a superficial fix that does nothing but criminalize students and give the illusion of action. A transparent backpack does not equal a transparent system.

We, the students and families of ECISD, are tired of being held responsible for problems we didn’t create. Safety should not be our burden to carry—literally or figuratively. It’s the district’s job to create a secure environment where students can learn without fear.

Sign this petition to demand ECISD retract the clear backpack policy and commit to real, long-term changes that prioritize student well-being over public image and budget cuts.

Let’s hold them accountable. Let’s demand better
