Class Sovereign Citizens as Domestic Terrorists in Australia
The issue
In the past few years, Australians have witnessed the devastating consequences of sovereign-citizen extremism. These individuals reject the legitimacy of government, law enforcement, and the courts—often arming themselves and preparing for violent confrontation.
- In Wieambilla, Queensland (2022), Gareth and Nathaniel Train, along with Stacey Train, ambushed police officers during a welfare check. They executed two young constables, murdered a neighbour, and sparked a deadly siege. Queensland Police later classified the attack as a form of terrorism motivated by sovereign-citizen and extremist beliefs.
- In Porepunkah, Victoria (2025), self-declared sovereign citizen Dezi Bird Freeman opened fire on officers attempting to serve a warrant. Two police were killed in cold blood, another wounded, and an entire community thrown into lockdown as a heavily armed gunman fled into the bush.
These are not isolated “one-off” tragedies. They are part of a pattern of escalating violence. Sovereign-citizen ideology actively encourages hostility toward government institutions, spreading conspiracy theories, denying the rule of law, and glorifying violent resistance.
We call on the Australian Government and State Governments to:
- Formally classify sovereign-citizen extremists as domestic terrorists.
- Provide police with expanded powers and resources to track, monitor, and disrupt sovereign-citizen networks.
- Educate the public about the dangers of this ideology and strengthen protections for frontline officers.
The men and women who serve our communities should not have to face terrorist ambushes while performing their duties. Families should not lose loved ones to ideology-driven violence.
