I.  PETITION OF THE VOTERS OF THE TOWN OF CLAREMONT

This VOTER'S PETITION REQUESTING CONSOLIDATION AGREEMENT AND REFERENDUM (pursuant to Section 15 .2-3531 of the 1950 Code of Virginia, as amended),consisting of three (3) sections: I. PETITION OF THE VOTERS OF THE TOWN OF CLAREMONT; II. SIGNATURES­ VOTERS OF THE TOWN OF CLAREMONT; and Ill. AFFIDAVIT OF WITNESS, states as follows:

1. Whereas, The Town of Claremont has planning and economic disparities; the inability to implement and comply with the Chesapeake Bay Preservation Act; and in need of financial assistance for the water system upgrade; and

2. Whereas, the County of Surry (hereinafter referred to as COUNTY) has submitted to the Council of the Town of Claremont (hereinafter referred to as TOWN), a proposal of consolidation as outlined in COUNTY letter, dated October 26, 2020 attached hereto and incorporated herein as EXHIBIT A; and

3. Whereas, the TOWN is unwilling to present the COUNTY  proposal (EXHIBIT A) to the citizens and is unwilling to negotiate with the COUNTY  to serve the best interest of the citizens of this community, as stated in TOWN letter, dated November 2, 2020, attached hereto and incorporated herein as EXHIBIT B.

NOW THEREFORE, we , the undersigned, being citizens of the Town of Claremont, Virginia, being qualified to vote, or register to vote in the Town of Claremont, County of Surry, Virginia hereby  petition  TOWN  to:

1. Effect a consolidation agreement with the County of Surry, Virginia, in accordance with Section 15.2-3529 of the 1950 Code of Virginia, as amended; and

2. Petition the Judge of the Circuit Court of the County of Surry, Virginia for a referendum on the question, "Shall the Town of Claremont and County of Surry, Virginia consolidate".
