Heart and Soul Park: Public Art Project Reinstatement
Why this petition matters
We request the full reinstatement of funds awarded (as per the Street Art Revolution proposal) for the Heart and Soul Park Public Art Project. The West Palm Beach certified Small Minority Women-Owned Business Enterprise (S/MWBE) firm Street Art Revolution was selected and awarded the commission by the City to provide design artwork only services for the park. After the firm was selected, the Art in Public Places Administrator revoked the public art commission and ordered the process to start again from scratch, seemingly for no apparent good reason.
This decision has disenfranchised community members, marginalized community input and time, cost the City and the selected artists thousands of dollars in time and submittal costs, and delayed the project. The community has gone through the process set forth by the City through a Call to Artist and the project needs to move forward, not restart. The culturally sensitive and high-quality design proposal met all the needs of the community and requirements of the proposal request. This art proposal moves the needle forward in the Historic Northwest by telling our history in a unique and compelling way and more importantly from a broader social and culturally diverse perspective.
In order to create a “Community of Opportunity for All,” whereby any citizen can achieve their dreams in West Palm Beach, fundamental and systematic changes must occur in "how we manage cultural projects". This equity starts with moving The Heart and Soul Park Public Art Proposal forward. It is counterproductive to discard all the work and efforts that has already been reached and regress back to step one.
Please reinstate this very worthwhile art project as a win, win, win affair for everyone; The City, the Community and the artists.
