Give the Dogs a Chance

The Issue

Change the City of Vancouver BC Canada's animal control bylaw to allow for behaviour reassessment and dog owner training , which could enable the removal of "dangerous dog" / "aggressive dog" designations.  Other possible benefits to the bylaw update would be the reduction of the incarceration time for the dogs, the end of lengthy and costly court cases, a higher probability of dogs not being euthanized ... and  ... increased owner responsibility.
