City of San Angelo Water Department: Call for an audit of the billing and purchasing department

The Issue

Why is this important?

As voting and tax-paying citizens of San Angelo Texas we need to ensure our elected officals are enforcing the reliability of the San Angelo Water Departments financial statements and disclosures as well as the effectiveness of the department's internal control and risk management systems while staying in compliance with the cities code of business conduct, legal, and regulatory requirements.

Causes for concern include the following:
-Billing discrepancies are being ignored
(Citizens are being charge up to 10 times the amount of actual water usage with no options to dispute. They can only pay the bill or have their water turned off.)

-Credit Card information storage issues with the water departments website.
(Citizens that have their credit card information stored on the website for automatic payments are not able to unenroll their credit cards, even when trying to dispute a water bill. This information must be manually purged by a system adminsitrator)

-Buying and installing over $100,000 worth of furniture before getting City Council's approval, as required.

Without healthy government oversight and a willingness to pursue interventions against the public sector, the water district can pose a real danger to its citizens.

The City is interested in meeting with everyone who has signed this petition to help them resolve their issue in the same manner we addressed Palmer Wilson's concern. We have planned a meeting for 5:30 p.m. Thursday, Dec. 6, at the Convention Center. We will have customer service representatives ready to assist customers with their concerns.
