Create an annual Halloween festival

Whereas; Halloween doesn't usually provide many options for childless adults who don't drink so they usually end up staying home and this Halloween in "these unprecedented times" when pretty much everyone is stuck at home they can all sympathize with the plight of that age group
Whereas; as Salem "lost out on" many of its summer civic events this year due to previously-alluded-to circumstances, adding another one to the normal calendar of events would make up for lost money/tourism
Whereas; on that note, having a festival in the fall when not a lot of other cities do would bring tourism to Salem in the "off-season" which might make tourists even more inclined to come because there would be more novelty and less traffic etc.
Whereas; many cities named after famous ones have things homaging what made those cities famous such as the Mayflower Hotel in Plymouth, Michigan so given how Salem, Massachusetts's dark past seemed to have basically turned it into "Halloweentown" to a degree in the efforts to capitalize on that, why couldn't another Salem add a little more spookiness to break up the humdrum
Whereas; it would unite a lot of the otherwise disparate Halloween events Salem has with even more of a tighter umbrella than currently exists making organizing easier
Whereas; Salem, Oregon needs a lot more to set it apart from other cities nearby as apart from being the capitol it's mainly just famous for being an hour away from everything cool in any direction
Whereas; It'd not only provide Halloween fun for all ages (and allay a lot of fears about Halloween being bad for kids) but still provide hardcore spooks for those that are up for it
Therefore; once big events can be held again, Salem, Oregon should have a Halloween festival as an annual civic event
