Permanently Close Don Lorenzi Sports Complex

The Issue

We, the residents of Admiralty Avenue and the residents of Donald Avenue, in addition to the residence in the Loving Homes Housing Complex located in Riverside, California are respectfully asking that the City of Riverside take action in closing Don Lorenzi Sports Complex permanently. 

Don Lorenzi Sports Complex has brought the following problems to our neighborhood:

1) Fireworks are being set off inside the park in the middle of night causing an extreme fire hazard to our homes. Fireworks are also set off in the middle of Admiralty Avenue also causing a fire hazard to our homes. This starts before July 4, and goes on until after January 1. 

2) Homeless vehicles are parked at the park on Admiralty Avenue and Donald Avenue. They are parked there for months, which not only brings our property value down, we have seen drug dealing and other crimes. The residents also have to deal with the smell of human feces and urine, and we can smell not only smell that inside our homes but also in our vehicles if we park them out on the street in front of our residence. Homeless people have also been through our trash, opening up our trash bags and emptying our trash bags into the driveway. 

3) People also come to Don Lorenzi Sports Complex, park their vehicle, play music loudly (it vibrates the windows and walls of our homes). The residents hear this loud music all hours of the day and night going well into the early morning hours of 4:30am. This has become a major problem as residents do have children who are in school at home, online and cannot do school properly due to all this loud music. In addition to playing loud music, the people themselves are loud, carrying on including cussing, drinking beers, and partying. 

4) Street parking on Admiralty Avenue is residential permit parking for more than 1 hour with no guest permits. The residents of Admiralty Avenue have nowhere to park if Don Lorenzi Sports Complex is extremely busy with games and practices because people are parking on Admiralty Avenue for over 3 hours. There are signs posted, and Riverside Police Department does not enforce (before COVID) because they claim it is a private street, which it is not a private street. This forces us to try to find parking on Kingsbury Place, Delano Drive, Aldrich Court, and Arnett Court in order to try and park close to our residence. This takes away parking from those who regularly park on Kingsbury Place, Delano Drive, Aldrich Court, and Arnett Court. 

Title 7 - Noise Control for the City of Riverside is as follows: 

"7.05.010 - Policy and intent.

It shall be the policy of the City to maintain and preserve the quiet atmosphere of the City, to implement programs aimed at retaining ambient noise levels throughout the City, and to mitigate noise conflicts.

It is determined that certain noise levels are detrimental to the public health, safety and welfare and are contrary to the public interest. Therefore, the City Council declares that creating, maintaining, causing or allowing to create, maintain or cause any noise in a manner not in conformity with the provisions of this title, is a public nuisance and shall be punishable as such.

In order to control unnecessary, excessive and/or annoying noise in the City, it is declared to be the policy of the City to prohibit such noise generated by the sources specified in this title. It shall be the goal of the City to minimize noise levels and mitigate the effects of noise to provide a safe and healthy living environment." 

The residents of Admiralty Avenue and the residents of Donald Avenue are not living in a safe and healthy living environment due to just some of the major problems listed above. The residents of Admiralty Avenue and Donald Avenue are constantly calling the Riverside Police Department for noise complaints, firework complaints and homeless problems. This has not solved the problems permanently. We, the residents of Admiralty Avenue and Donald Avenue want the problems solved permanently. 

We respectfully ask the City of Riverside Parks and Recreation, Major Patricia Lock Dawson, City of Riverside Parking Enforcement to permanently close all parking for Don Lorenzi Sports Complex as well as Don Lorenzi Sports Complex.
